What Happened

On August 21, 2026, the Council for Affordable and Rural Housing (CARH) issued a regulatory broadcast relaying an announcement from Karissa Stiers, Acting Deputy Administrator and Field Operations Division Director, Multifamily Housing (MFH), Rural Housing Service, Rural Development, titled “2027 Proposed Budgets Updated Submission Requirements.”

To advance the Administration’s priority to streamline and modernize government services, the MFH Field Operations Division (FOD) is centralizing the submission process for all 2027 proposed budgets. USDA states this approach is intended to improve consistency, reduce administrative burden, and ensure timely receipt of every budget package.

How to Submit — New Centralized Process

All submitting parties (borrower, owner, or management agent) must submit budget documents using the following protocol:

  • Email all documents to: [email protected]
  • Use this exact subject-line format: Borrower ID (9 digits) – Project Number (3 digits) – Proposed Budget 2027 – Property Name
    • Example: 123456789-123-Proposed Budget 2027-Apple Tree Apts
  • Form RD 3560-7 must be completed per the Forms Manual Insert. Properties with eight (8) or more units must submit the form through USDA’s Management Interactive Network Connection (MINC).

Required Contents of a Complete Proposed Operating Budget Package

Per Handbook 2-3560 (Exhibit 4-1) and the USDA fact sheet, each submission must include:

  1. Form RD 3560-7 — completed per form instructions; submitted through MINC for properties of 8+ units, including a budget narrative that:
    • Briefly describes the property and summarizes key indicators of overall condition;
    • Confirms compliance and addresses any outstanding monitoring findings on the MINC Task Calendar;
    • Explains planned capital expenditures and reserve withdrawals, including accessibility work from the Property’s Transition Plan and projected capital needs over the next three years;
    • Discusses financial status and relevant factors (vacancy, workout plan status, debt deferrals, servicing actions) and documents that operating expenses are reasonable, typical, necessary, and clearly benefit residents;
    • Provides supporting details to justify any rent or utility allowance request.
  2. Utility Allowance Documentation — includes documentation consistent with Handbook 2-3560, Chapter 7, Section 1, and 7 CFR 3560.202. (The USDA fact sheet also references Chapter 4, Section 4.14.)
  3. Handbook Letter 203 (when proposing a rent or utility allowance change) — attached as a standalone document titled “Handbook Letter 203.” Submitting parties must provide initial notice to the Agency, post the notice in the common areas, and notify all tenants.
  4. Capital Needs Assessment (CNA) required when requesting an increase to the Replacement Reserve Deposit. Review the current CNA during budget preparation, as capital expenditures may reduce estimated operating costs. Replacement Reserve increases must be consistent with comparable rents for the area.

  • Prepare all income, expense, and vacancy projections using realistic, data-driven assumptions based on the property’s historical performance, current conditions, and the local market; and
  • Ensure that every projected cost clearly benefits residents and reflects reasonable, necessary, and non-inflated expenses.

Governing authorities include Handbook 2-3560, Chapter 4 and Chapter 7, and 7 CFR 3560.205 and 3560.303 for rent, utility allowance, and project budgeting requirements.
